The U.S. government currently grants a specified number of permanent immigrant visas annually. However, there is no limit on the annual admission of U.S. citizen spouses, parents, and children under 21. 

After obtaining an immigrant visa and coming to the U.S., a person becomes a lawful permanent resident (LPR). Where a non-citizen is already in the U.S. it is also possible in some circumstances to obtain LPR status. LPRs are allowed to work and live lawfully and permanently in the U.S., and after residing in the U.S. for a specified period of time are eligible to apply for U.S. citizenship.
